Reappraisal Project
Marshall County Assessor Blaze Wurr is announcing that the reappraisal of all properties in Marshall County will begin in early December 2025 and continue through the end of 2027. The Marshall County Conference Board approved this reappraisal in 2022 and authorized our office to contract with Vanguard Appraisal, Inc. of Cedar Rapids, Iowa. The Iowa Department of Revenue recommends having a complete revaluation every 10 years.

Reappraisal Process
As part of the property reappraisal process, Vanguard appraisers will visit properties to collect and verify information. Appraisers will never require access to your home without your permission. If you have questions about the reappraisal process, please contact the Assessor’s Office.
If You Are Not Home
- A Vanguard appraiser will first attempt to make contact by knocking on your door.
- If no one is home, the appraiser will measure the exterior of the property and attempt to return within the next few days.
If contact cannot be made during the second visit, the appraiser will leave a door hanger with instructions to:
- Schedule an appointment; or
- Contact Vanguard to provide additional property information.
If You Are Home
The Vanguard appraiser will:
- Introduce themselves.
- Present identification with the Assessor’s signature.
- Request permission to complete an interior and exterior review of the property.
If permission is granted, the appraiser will complete both the interior and exterior review.
If You Allow Exterior Review Only
If you do not wish to allow an interior inspection but allow the exterior review, the appraiser will:
- Ask questions regarding interior features, including:
- Interior finishes
- Number of bedrooms
- Number of bathrooms
- Other property details
- Complete the exterior review of the property.
If You Do Not Allow an Interior or Exterior Review
The appraiser will leave the property but will:
- Take exterior photographs from the roadway.
- Collect information visible from the road.
- Use available records and other sources to estimate property characteristics and determine value.
Iowa Code Resources
Property owners and the Assessor’s Office share responsibility in maintaining accurate property records and assessments.
Responsibilities of the owner
Under Iowa Code Sections 428.1 and 441.19, property owners are required to assist the Assessor’s Office with listing and gathering information about their property.
Assistance may include:
- Allowing a property inspection.
- Speaking with an assessor at the property.
- Providing information by phone or other means.
Under Iowa Code Section 441.24(1), property owners are responsible for reporting changes or improvements made to their real estate to the Assessor’s Office.
Examples of changes that should be reported include:
- Additions or expansions.
- New buildings or structures.
- Major improvements.
Responsibilities of the Assessor
Under Iowa Code Chapter 441, the Assessor’s Office is responsible for:
- Listing and valuing all real property within the jurisdiction.
- Maintaining accurate property records.
- Assessing property at market value as required by law.
- Reviewing and updating property values every two years.
Accurate assessments rely on cooperation between the Assessor’s Office and property owners.
